Paint.NET is a picture and photo editing application created to run on personal computers that operate with XP, Server 2003 or Vista. Back in time, its development started as an undergraduate senior design project at Washington State University under Microsoft's supervision, which is still kept alive by some of the alumni that took part of that project. Their goal was to create a free program similar to MS Paint application which comes included in Windows, but modern and with advanced options.
Today, Paint.NET is free, has lots of handy tools found usually only in commercial apps, one of the most important being capacity to make use of layers.
